The city has divided inspection cycles into sub-cycles based on community districts:
- Sub-cycle 1A: Manhattan Community Districts 1–7
Deadline: December 31, 2023 - Sub-cycle 1B: Manhattan Districts 8–12 & All Brooklyn Districts
Deadline: December 31, 2025 - Sub-cycle 1C: Bronx, Queens, Staten Island
Deadline: December 31, 2027
An additional one-time Initial Observation is required for structures in Sub-cycles 1B and 1C by August 1, 2024.

LL126 applies to:
- Enclosed and open parking garages
- Buildings or portions used for parking or storing motor vehicles
Exemptions include:
- Unenclosed, unattached outdoor parking lots
- Private garages serving one- and two-family homes
- Automotive repair shops, showrooms, and service stations
Inspection Process and Classifications
A QPSI conducts a thorough assessment, examining structural components, waterproofing systems, fireproofing, and more. Based on findings, structures are classified as:
- Safe: No issues; next inspection in six years.
- Safe with Repair and/or Engineering Monitoring (SREM): Minor issues; repairs or monitoring required within three years.
- Unsafe: Immediate hazards; repairs required within 90 days.

Failure to adhere to LL126 can result in significant fines:
- Late filing: $1,000 per month
- Failure to file: $5,000 per year
- Failure to correct unsafe conditions: $1,000 per month
- Failure to correct SREM conditions: $2,000 one-time penalty
